The recent Housing Memorandum
'People-preferences-housing' in The Netherlands
looks for housing to be demand-driven. The citizen must
stand to the fore. Housing demand is determined by several
trends, such as economic growth, individualization, better
education, increased mobility, and telecommunications.
A transformation is needed from static housing need to a
dynamic housing demand. Not only housing demand, but also
residential environmental preferences are important.
An essential condition for citizens to determine housing
supply by making choices is for housing markets to be
transparent. The required transparency could be achieved
by the application of ICT in the search to buy and offer
houses. Such a development could bring about the most
spectacular change in the Dutch housing market.
